공공 가치들 간의 계층성 및 인과성에 대한 실증 분석 : 구조방정식 모형을 중심으로
‘공공 가치’(public value)가 행정의 새 핵심 이슈의 하나로 대두되었지만 그 ‘가치 측정’이 회피되어 왔기 때문에 아직도 이 분야는 대개 질적 연구 및 개념적 도식화 에 머물러 있다. 이를 위해 본 연구는 ‘보즈만과 외르겐슨’(Bozeman & Jørgensen)에 토대하여 부산·경남 지역 공직자들의 의견 조사를 통해 구조방정 식 모형(SEM)으로 공공 가치들 및 그 창출 경로를 추정하였다. 여러 공공 가치들은 서로 평면적 구조가 아니라 보즈만과 외르겐슨이 예상한 대로 계층성(hierarchy), 인과성(causality)으로 연계되어 있다. ‘민주적 정책결정’ 은 직접적으로나 간접적으로나 공익 가치 증진에 매우 주요한 직접적 역할을 하는 공공 가치이다. 그러나 공익 가치 창출에 직접적 영향력은 없으나 다른 변인을 매개로 한 경로로 창출되는 국면도 현저하다. 이런 작용을 하는 변인으로 가장 뚜렷한 것이 ‘공무원 책임성’에 관한 공공 가치이다. 공공 가치가 굳이 공공 가치 창출을 의도한 기제에 의거하지 않고도 여러 다른 변인들에 의해서 매개 효과를 통해 간접적으로도 창출될 수 있다는 점은 무어(M. Moore) 이래의 공공 가치 논의 에 대해 낙관적 및 부정적 함의를 동시에 준다.
An Empirical Analysis of Hierarchy and Causality between Public Values : Focusing on the Structural Equation Model
Though “Public Values” since Mark Moore became one of the new focal research agenda in public administration, this field still remains only qualitative and conceptual study, because the measurement of public values were avoided by intellectual capacity and/or indifference. This article estimates 6 public values and their causal relations by using Bozeman & Jørgensen(2007) methodology. Following implications were suggested. First, public values created by public agencies are not on the flat but ‘multiple-layered’ structure. Second, public values are created not by just variable with direct, but by the ones with indirect influence. Rather, the influence of latter ones are not less than the former ones. Third, when the fact is accepted that public values are created also through informal and unintended factors, it gives both positive and negative implication to public value arguments: it can reinforce Moore’s argument, and it can also destroy it.
