기술개발보다 ‘제도’가 중요한 제4차 산업혁명
본고는 제4차 산업혁명이 가져올 주요 변화들을 살펴보고, 그에 맞는 제도 개선에 관해 검토하고자 한다. 산업혁명은 인간의 욕망과 기술의 ‘공진화 과정’으로 정의되며, 제4차 산업혁명은 ‘현실과 가상의 융합’을 통해 인간의 욕망을 충족한다. 제4차 산업혁명의 핵심은 인공지능(AI)과 12개의 기술모형에 있다. 마지막으로 제4차 산업혁명으로 ‘선순환하는 홍익사회’를 만들기 위한 제도 개선에 대해 살펴 본다. 따라서 제4차 산업혁명은 단순한 기술의 융합이 아니라 조화가 더 중요하다는 점을 시사해 준다.
The Fourth Industrial Revolution and Institutional Reforms
This paper considers major changes led by the Fourth Industrial Revolution and examines the institutional reforms for it. Here, we explain the following issues. First, Industrial revolution is defined as a co-evolution process of human desire and technology, and the Fourth Industrial Revolution meets human desire through the convergence of reality and virtuality. Second, the essence of the Fourth Industrial Revolution consists of artificial intelligence(AI) and 12 technology models. Finally, we address the issue of institutional reforms for accommodating the Fourth Industrial Revolution that serve to achieve Hongik(broad interest) society in the near future. From these considerations, we suggest that harmony is more important than simple technology convergence in an age of the Fourth Industrial Revolution.
