불필요한 일자리 만들기 편향성과 일자리 처닝

일반 사람들은 노동절약보다는 더 많은 노동이 사용되기를 바라며, 정부가 나서서 일자리를 만들어 주기를 바란다. 일반인들의 이러한 기대에 호응하여 국가(정부)가 인위적으로 일자리를 창출함으로써 “불필요한 일자리 만들기 편향성”(make-work bias)이 초래된다. 본 논문의 목적은 일자리가 창출되는 두 가지 다른 방식에 관해 간략히 고찰하고자 한다. 일반인들의 ‘불필요한 일자리 만들기 편향성’에 편승하여 정부가 인위적으로 만드는 ‘불필요한 일자리 창출’과 기술 발달에 의해 기존 일자리는 없어지고 새로운 일자리가 창출되는 ‘일자리 처닝’(job churning)에 대해 간 략히 논의하기로 한다. 인위적으로 불필요한 일자리 창출은 일반 시민들의 ‘체계적으로 비합리적인 믿음’에 기인하고 있다. 일반 사람들은 “사회나 국가의 번영은 생산 증대가 아니라 ‘고용(일자리) 증가’에 있다”라고 믿는 경향 이 있다. ‘불필요한 일자리 창출 편향성’은 이러한 믿음에 기초하고 있다. 최상의 일자리 정책은 정부가 주도하는 불필요한 일자리 만들기가 아니라 생산 증대, 생산성 향상, 시장 확대, 수출 증대 등을 통한 ‘양질의’ 일자리 창출 및 확대에 있다. 또한 ‘일자리 처닝’을 바탕으로 기술 변화를 예견해 근로자들을 선제적으로 재배치하는 데 있다.

Irrational Biases for Make-work and Job Churning

In democratic society, the general citizens tend to equate prosperity with employment rather then production: it is referred to as the “make-work bias” coined by Caplan(2007). In addition to this bias, they have systematically biased, or “irrational”, belief on public policies. This short paper deals with two biases on job or employment perceived by ordinary citizens: bias for make-work and bias against job churning. First, we address “make-work bias”. It is defined as a tendency to underestimate the economic benefits of saving labor. For an individual, the make-work bias will make some sense because he can prosper by having a job. However, for society as a whole, what matters is not whether people have jobs, but how they do jobs. Second, we deal with the creation and destruction, or “churning process”, at the labor market. This process is known as “job churn or churning”. It implies that the economy recreates itself, shifting labor resources to where they are needed, and replacing old jobs with new ones. To correct the irrational belief by ordinary citizens, it is necessary to rely less on government and more on firms since firms do better when deregulated. Moreover, the best policy depends on the production increase, market expansion and export increase, rather than on make-work.
